MINUTES OF MEETING OF HARDINGTON MANDEVILLE PARISH COUNCIL HELD ON TUESDAY 19th APRIL 2016
IN THE VILLAGE HALL

Before the meeting commenced there was an opportunity for the public to speak.

A parishioner spoke regarding the Moor End Nursery development. He felt it was important for a local person to take photographic evidence of the Moor Lane road condition prior to commencement of work, in addition to whatever official surveys maybe carried out. The Chairman responded that any local people that wish to do this, may.

  2. MINUTES OF THE MEETING HELD ON 15th MARCH 2016 (Already Circulated)
    The minutes for March were approved and signed by the Chairman as correct records of the meeting.
  3. DECLARATIONS OF INTEREST.

  4. MATTERS OF REPORT ARISING FROM THE PREVIOUS MINUTES.
    None
  5. DISTRICT AND COUNTY COUNCILLORS' REPORTS (BY INVITATION)
    Gina Seaton reported that the main item on the agenda of the full council meeting was the SSDC Transformation Programme. This programme sets out a proposal to adopt a new operating model for delivering council services to all in South Somerset, providing more choice and speed of access to services. The full report can be found on the SSDC website.
    The Area South meeting included discussions on the enhancement of Yeovil CCTV and the planning application for Longcroft residential retirement community of 29 independent living bungalows for the over 55's.
    The Yeovil Vintage and Artisan Markets are being held on the 1st Saturday of each month in King George Street.
  6. PLANNING AND PLANNING APPLICATIONS
    1. Planning applications received after publication of the agenda:
      Bill Turner left the meeting.
      App No: 16/01438/OUT Outline application for the erection of an agricultural dwelling.
      Location: Land at Manor Farm. Lynch Lane, Hardington Mandeville. Applicant: Mr W E Turner.
      While the proposed site was in a very prominent position on the skyline, it was viewed that the new dwelling would be no more prominent than the existing farm buildings. An "Agricultural Dwelling Need Justification" report for the Manor Farm Dairy Unit was included with the application. There were no objections.
      Bill Turner returned to the meeting.
    2. There were no results of previous applications received after publication of the agenda.
    3. Appeal decision in respect of application decision reference 14/05063/FUL Demolition of existing bungalow, erection of 14 dwellings, together with associated landscaping, access and infrastructure. Location: Moor End Nursery, Moor Lane. Applicant Mr David Matthews.
      The Chairman reported that the Parish Council had been informed by the Planning Inspectorate that the Appeal has been allowed subject to conditions (although there had been some confusion in the number of dwellings allowed!). David Matthews has previously stated that their preference would be to continue with the development scheme of 10 dwellings with no affordable units. This has been approved conditionally and is still waiting for the completion of the S106 legal agreement.
  7. HIGHWAYS
    1. Neil reported that he had emailed SCC Highways asking them for their views on the necessity for a road condition survey prior to commencement of work on the Moor End Nursery development. While the Highways authority had recommended a survey be carried out in their Consultee County Highways document, this was not recommended to Councillors for final inclusion when the planning approval was granted. The Chairman agreed to locate the document that stated a survey would be carried out.
  8. PARISH PLAN
    1. The WI led "Clean for the Queen" Litter Pick event held on Saturday 2nd April was well supported. It was suggested that future Parish Council litter pick events should be organized in collaboration with the WI as it was so successful!
  9. COMMUNITY FIELD
    1. The Chairman reported that Adam Taylor would be delivering some gravel to the Community Field in the near future, and that all that would be needed is a wheel-barrow and a couple of volunteers to put the gravel in place.
    2. The Chairman reported that the small wooden toy boat was now in place and that Gordon Chapillon was making an "A1" plaque in memory of Alan Ivory.
    3. The Chairman reported that the hedging plants recently planted to fill the hedge gap were growing well.
  10. RISK MANAGEMENT
    1. The Clerk reported that the Parish Council Insurance renewal invitation had been received. The Clerk has contacted Came & Company for an updated quote to include the new Community Field boat.
    2. The Chairman now has a number of adhesive stickers to encourage owners to clear up after their dogs. If anyone would like to use one, then please contact him.
  11. FINANCE
    1. The Bank Reconciliation at 31st March 2016 (quarterly and year end) was approved.
    2. The Final Budget Analysis for 2015/2016 was presented.
    3. Formal notice of Annual Audit date of 17th June 2016 for year end 31st March 2016 has been received from Grant Thornton.
    4. The Clerk's hours for March (22 hours) were approved. A resolution was passed to approve payment of £979.42 to Clerk for:
      January-March 2016 Salary (£645.00)
      Mileage (£14.40)
      Other Expenses (£31.46 (inc VAT £2.83))
      Paid Annual Leave 2015/16 = £288.56).
    5. A resolution was passed to pay the following invoices:
      • The Toy Barn Sherborne Ltd. HF Rowing Boat (£665.0 +VAT133.00)£798.00
      • SSDC Ranger Scheme February 2016 (£127.50 + VAT £25.50) £153.00

  12. FOOTPATHS
    1. The Chairman reported that he had sent an email to Les Braunton requesting confirmation that the damaged bridge between Y10/39 and Y11/20 will be repaired in the next month, given that the 6 month closure of this path due to the damaged bridge is dated November 14th 2015.
    2. The Chairman reported that his annual PPLO Report was complete.
  13. PARISH RANGER SCHEME
    The Chairman reported that a new Ranger, called Darren, had started this month, and he had been seen clearing drains and gullies around the village. There were no new tasks to be added to the list.
  14. CORRESPONDENCE
    1. Planning Training for Town and Parish Councillors. Thursday 12th May 2016 at 6.00pm and Tuesday 24th May 2016 at 6.00pm. SSDC Council Offices, Brympton Way. The Clerk agreed to send details to Ernest and Clare regarding this training.

  16. DATE AND TIME OF NEST MEETING & CLOSURE
