MINUTES OF MEETING OF HARDINGTON MANDEVILLE PARISH COUNCIL HELD ON TUESDAY 16th AUGUST 2016
IN THE VILLAGE HALL

Members are reminded that the Council has a general duty to consider the following matters in the exercise of any of its functions - Equal Opportunities (race, gender, sexual orientation, marital status & any disability); Crime & Disorder, Health & Safety and Human Rights.

PRESENT

Ernest Kong (Acting Chairman), Malcolm White, Paul Vallis, Bill Turner, Cathy Bakewell (District Councillor) and Gina Seaton (District Councillor).

IN ATTENDANCE

Nancy Chapman (Parish Clerk) and 3 members of the public.

Before the meeting commenced there was an opportunity for the public to speak.

  1. APOLOGIES FOR ABSENCE.
    Apologies were received from Robin Carpenter, Clare Middleton, Andy Webb and Marcus Fysh.
  2. MINUTES OF THE MEETING HELD ON 19TH JULY 2016 (Already Circulated)
    The minutes for July were approved and signed by the Chairman as correct records of the meeting.
  3. DECLARATIONS OF INTEREST.
    None.
  4. MATTERS OF REPORT ARISING FROM THE PREVIOUS MINUTES.
    None.
  5. DISTRICT AND COUNTY COUNCILLORS' REPORTS (BY INVITATION)
    Cathy Bakewell reported that the conversion of Milford Inn into 6 flats had been approved. Yeovil Country Park and Ham Hill are holding a number of events for children this Summer. A new Chief Executive Officer has been appointed. He was previously the deputy CEO of Eastleigh District Council. Cathy and Gina gave details of the Somerset Rivers Authority "bus trip" that they recently attended, which visiting various flood alleviation projects including Montacute, Muchelney, Aller, Ilchester and Beer wall.
    Cathy also passed around some leaflets regarding the National Community Land Trust.
    Gina Seaton reported that there was no Area South meeting this month. She had attended a presentation for a new science innovation centre on the edge of Leonardo Helicopters' airfield.
  6. PLANNING AND PLANNING APPLICATIONS
    1. There were no planning applications received after publication of the agenda.
    2. Results of previous applications:
      1. App No: 16/01438/OUT Outline application for the erection of an agricultural dwelling. Location: Land at Manor Farm. Lynch Lane, Hardington Mandeville. Applicant: Mr W E Turner. Application withdrawn.
    3. There were no results of previous applications received after publication of the agenda.
    4. There were no other planning issues.
  7. HIGHWAYS
    1. Neil reported that there were no new highways issues this month. He had taken the opportunity to chase up some ongoing issues including the plans for additional funding in Somerset, the possibility of a supply of road scalpings to fill lay-by and road-edge holes, and the possibility of reversing the direction of verge cutting from Yeovil to Chard, in the hope Hardington verges may be cut sooner next year.
    2. A note had been placed in the August Messenger asking for offers of help to maintain the village sign posts, but none were received. Alternative options including accepting the quote from a signwriter, or adding it to the Ranger's tasks were then discussed. Stephen Fox has stated that the Ranger would be able to do this, with the additional cost of paint. It was agreed to follow up the Ranger option and to ask that the signposts on the crest of Primrose Hill/Font Lane and Lyatts Cross are re-painted in the first instance to determine if the job is done to a satisfactory standard.
  8. PARISH PLAN
    1. There were no current issues.
  9. COMMUNITY FIELD
    1. It was decided that at a cost of £200 the playground inspection training could not be justified.
  10. RISK MANAGEMENT
    1. There were no current issues.
  11. FINANCE
    1. The Clerk's hours for July (20 hours) were approved.
  12. FOOTPATHS
    1. The Chairman is still waiting for further update regarding required maintenance to the path between the Post Office and Moor Lane (Y10/51).
    2. A request has been received to ask if the landowner of the stile on Y10/9 at the top of steps on Pig Hill would consider making it dog-friendly. The landowner agreed to consider this.
  13. PARISH RANGER SCHEME
    1. The two stiles on the Rangers list of tasks for July had been repaired.
    2. The following task was added to the Ranger's list of jobs:- Strimming Blackhouse Lane to clear the stinging nettles.
    3. The bridleway between Moor Lane and the Community Field requires clearing. Malcolm White agreed to do this in the next couple of weeks.
  14. CORRESPONDENCE
    1. Details of a new website (www.travelsomerset.co.uk) have been received and circulated. This provides live updates from the Council's traffic control team.
    2. Mark Keating kindly offered to design a new Parish Council Logo if one was required. The PC were grateful for the offer but decided there was no requirement for this at present.
    3. Details of the NALC Community Led Housing Survey have been circulated. The survey will be on the agenda for discussion at September's meeting.

    1. Chairman: Nothing to report.
    2. Councillors: Nothing to report.
    3. Clerk: Nothing to report.
  16. DATE AND TIME OF NEXT MEETING & CLOSURE
    The next meeting will be held on Tuesday 20th September 2016 at 7.30pm in the Village Hall. The meeting closed at 8.10pm.
 

Mark Keating stated that he will be assisting Marcus Fysh in County Council matters, and so any future issues or queries can be directed to him.
